Eligibility for Basic FSSAI Registration

Basic FSSAI Registration is intended for small-scale food businesses or individuals engaged in limited food handling or production activities. The following entities are required to register:

  •  Annual Turnover Below ₹12 Lakhs
    Suitable for micro-entrepreneurs, individual food sellers, and petty retailers handling food items.
  • Short-Term or Temporary Food Operators
    Individuals operating small food stalls or distributing food during local events or community gatherings (excluding caterers).
  • Home-Based and Cottage Industry Units
    Small-scale or traditional food producers engaged in limited food processing, dairy, or meat
    handling.
  • Activity-Based Production Limits:
    o General food manufacturing: Up to 100 kg or liters/day
    o Milk handling: Up to 500 liters/day
    o Slaughtering: Up to 2 large animals, 10 small animals, or 50 poultry birds/day
    o Food transport: Limited to a single delivery vehicle
    o Vending machines: Up to 12 machines operaƟng within a single state or union territory

All such businesses must register under the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011 to operate legally

Eligibility for FSSAI Licens

Businesses that exceed the basic registration thresholds must obtain an FSSAI License, which is either a State License or Central License, depending on business size, operations, and turnover.

State FSSAI License Eligibility

This license is required for mid-level food businesses with:

  • Annual turnover between ₹12 lakhs and ₹20 crores (or up to ₹30 crores for logistics/wholesalers)
  • All flour and grain milling operations, regardless of production volume
